Experience

Dr. Arthur Chuang is Vice President of Facility at Taiwan Semiconductor Manufacturing Co. Ltd. (TSMC), where he has been contributing since joining the company in 1989. Dr. Chuang possesses extensive expertise in the construction of semiconductor manufacturing fabs for over 30 facilities. Not only has he implemented innovative energy-saving concepts in new fab construction, but he is also deeply committed to driving circular economy initiatives and enhancing the international competitiveness of the High-tech Facilities Industry.
As Director of the Facility Division, Dr. Chuang led major construction projects across Taiwan, the U.S., Singapore, China, Japan, and Germany. His division achieved a record-breaking milestone by completing a GIGA Fab in just 11 months, setting new standards for efficiency and innovation. Dr. Chuang also spearheaded key advancements, including waste reuse systems, a zero-waste operational model, and the world's first semiconductor Industrial Reclaimed Water Plant.
During his service as a board member of the TSMC Charity Foundation, Dr. Chuang leveraged his expertise in facility management to support energy-saving programs in schools, as well as post-disaster rebuilding initiatives following major crises such as Typhoon Morakot, the Kaohsiung gas explosion, and the Hualien earthquake.
Dr. Chuang has been recognized with numerous prestigious honors, including the Ten Outstanding Project Managers (TOPM) in 2011 and the National Industrial Innovation Award from the Ministry of Economic Affairs, R.O.C. in 2015. Since 2018, he has also served as Honorary President of the Taiwan High-Tech Facility Association and as an Adjunct Professor Rank Specialist in the Department of Civil Engineering at National Taiwan University.
Dr. Chuang graduated from the Department of Mechanical Engineering at National Taiwan Institute of Technology and earned his Ph.D. in Civil Engineering from National Taiwan University.
